Views has options for setting up menu tabs (local tasks).
They are tricky to use, and have unclear limitations.
You are currently unable to configure secondary tabs from the views UI.
The Views Local Tasks module may be able to help, but it is also a bit confusing to use.
Creating your own *.links.task.yml or local tasks hook gives you the most control.
There are some other modules that can create local tasks like Views Attachments as Tabs.
