How is this different than Workbench Access?

Grant editing permissions to content based on menu hierarchy or taxonomy term. This covers a lot of use cases pretty well but if your needs fall outside of this you may need something else.

Editors can create notes in the content edit form.

Is it possible to build something like this with Comments?

Highlight text in your content and create a note which appears for other editors in a sidebar. Pretty good UI, but very experimental module.
